The Webinar Series continues with a live discussion exclusively through CSCD, where we have the honour of introducing the esteemed Deputy Minister Mr. Kenneth Høegh, Head of Ministry of Foreign Affairs and Energy in Greenland. Mr. Kenneth Høegh is a native of Greenland and holds a long career in both Greenland and abroad within Development Cooperation of the Danish Ministry of Foreign Affairs with postings in different countries in Asia.
He will be accompanied by the distinguished Danish Arctic Ambassador H.E. Mr. Thomas Winkler, who during his career has served as the Danish Ambassador to both Canada and Russia, and further holds the honorary orders of Dannebrog and Nordstjärneorden. The conversation will be joined and commented by Professor Rasmus G. Bertelsen, who has researched extensively on the Arctic.
Fear of a New Cold War in The Arctic?
The Arctic has until recently been widely dismissed as wasteland without notable interest. As the ice is melting, however, the region is rapidly gaining the world’s attention and is often framed as the setting for an intensifying struggle between Western Arctic states and Russia.
The Arctic has thus become an area of increasing interest among policymakers, strategists, businesses, reporters, and scientists because of its political, economic, and strategic importance for the entire globe. All eyes are on the Arctic and earlier ambitions to keep the region demilitarized are long gone. We now find ourselves in a security dilemma where military buildup is seen as an offensive on one side and as a defensive on the other.
The webinar will center on the following questions:
- Why is the Arctic experiencing such military activity?
- Why is the Arctic described as the setting for a New Cold War?
- Will the next aggression take place in the Arctic or is it more about the Arctic as it unfolds?
- What place does NATO serve, and does it risk being misunderstood as military aggression?
- What are the prospects and what are the dangers that the Kingdom of Denmark will have to consider?

Deputy Minister Mr. Kenneth Høegh, Head of Department of Foreign Affairs and Energy in Greenland. A native of Greenland, and an Agronomist (University of Copenhagen) with a long career in both Greenland and abroad. Amongst other things within Development Cooperation of the Danish Ministry of Foreign Affairs, with postings in different countries in Asia.
H.E. Mr. Thomas Winkler, The Kingdom of Denmark’s Arctic Ambassador. Former Ambassador to Ottawa, Canada, and Moscow, Russia. Has received the Swedish honorary title of Kommandör av Nordstjärneorden and the Danish title Knight of the 1st degree of the Order of Dannebrog.
Dr. Rasmus G. Bertelsen, Chief Science Officer at CSCD. Professor of Northern Studies and the inaugural Barents Chair in Politics at UiT – The Arctic University of Norway. Received his Ph.D. at Cambridge University and was Post Doc at Harvard Kennedy School of Government where he originally started his Arctic research.
