The webinar series opens with a live discussion exclusively through CSCD, where we have the honour of introducing the distinguished Ambassador Emeritus, His Excellency Dr. Riaan Eksteen, whose career spans more than 50 years of diplomacy at the highest level, including serving as Ambassador at the UN (NY and Geneva) and in Namibia and Turkey.
He will be in conversation with the esteemed former Foreign Minister, His Excellency Dr. Per Stig Møller, who was Danish Foreign Minister for nearly a decade. Under his Ministry, Denmark chaired the UN Security Council, and H.E. Dr. Per Stig Møller led the Council’s meeting in 2006.
The Role, Relevance and Influence of High Courts and Judiciary in Foreign Affairs
We will dive into an intensive and incisive examination of the judiciary’s role in foreign affairs and the complex institutions of High Courts installed in a political system that requires both legal and political understanding. A topic more relevant than ever in the aftermath of the US-election, Brexit-negotiations, and an undergoing global crisis with the corona-pandemic. H.E. Dr. Riaan Eksteen will address this highly relevant topic with departure in his newly released book, titled: The Role of the Highest Courts of the United States of America and South Africa, and the European Court of Justice in Foreign Affairs. He will go into depth on the role of High Courts and explain the complex institution in a political and diplomatic context.

Introducing: H.E. Dr. Riaan Eksteen in conversation with H.E. Dr. Per Stig Møller
H.E. Dr. Riaan Eksteen, (D Litt. et Phil. Univ. of Johannesburg) has more than 50 years of diplomatic experience and has achieved distinguished posts during 27 years of active service in the South African diplomacy. Amongst his posts, we can mention 12 years as Ambassador at U.N. New York (1976-81); Namibia (1990-91); U.N. Geneva (1992-94); Turkey (1995-97). Further, he has served as diplomat in Washington D.C. (1968-73), and also been Head of Planning (1981-83), and Director-General of the South African Broadcasting Corporation (1983-88).
Dr. Riaan Eksteen is currently Senior Research Associate at the University of Johannesburg. His book is published by Springer – for more information on the book [click here].
H.E. Dr. Per Stig Møller was Danish Foreign Minister for nearly a decade (2001-2010) under changing governments. While holding the European Presidency, he steered Denmark steadily through the issue of European support for the establishment of the first permanent international war crimes tribunal (The International Criminal Court – ICC) in The Hague. A crisis in which the High Courts and Judiciary in foreign affairs was the centre of international political challenges. Under his Ministry, Denmark chaired the UN Security Council, and he led the Council’s meeting in 2006. With his in-depth knowledge and hands-on experience on the subject, he has recently pointed out the High Courts and Judiciary in Foreign Affairs as crucial institutions to ensure compliance of human rights where other institutions have their shortcomings.
Prior to entering politics, H.E. Dr. Per Stig Møller taught at Sorbonne, Paris, and he has accumulated 12 years’ experience from the Danish Broadcasting Company, DR. He has written 23 books on philosophical, societal, and political issues, and is widely acclaimed for his extensive academic and cultural knowledge.
