Dr. Thomas M. Cooney is Professor at Technological University Dublin, Ireland. His CSCD activities are geographically focused on the UK, the EU, North America and Africa.

Professor Cooney is former President of the International Council for Small Business and is a policy advisor to governments, European Commission, OECD and numerous transnational bodies. In 2006, he founded the Institute for Minority Entrepreneurship which supports entrepreneurial activity amongst disadvantaged and under-represented communities.

He has published widely on the topic of entrepreneurship and his most recent book is titled Understanding the Development of Small Business Policy.
